If you are referring to the pipes where the fins are located, they are aluminum. I'm all for replacing the thermal pads after you take things apart. Make sure you purchase the correct thickness. (probably 1-2mm). New heat paste on the GPU is also good. Clean first, remove all residue. Apply an adequate amount of new paste > sparingly. Too little can create hot spots, too much can affect heat dissipation and transfer.
As far as adding liquid metal. That I
would not do.
