You guys missed a great phone conversation.  :o

The best I could get from my plesent wife was it's a SmartPower 450 ps.
 To recap;  No beeps, phase lights pulse (from bottom to top; green, green yellow, red), power supply voltages check out and I don't see the pulsing on my meter, have cleared my CMOS, unhooked everything but mem and cpu, took it out of the case, switched mem around and use only 1 stick at times.  reseated the processor, DVD has no lights working until I unhook the ribbon cable then the power light pulses like the LEDs and power light.

This computer is a few years old and been running fine, nothing new installed for over a year, programs or hardware.

Not sure what my next step should be,

The thing is Craig without being able to physically test it I am not sure but I would go along with absic and say that there is a fair chance that your PSU is no longer any good. They deteriorate over tiem and you say you have had yours for a few years so at best it is probably pumping out only about 300-350W. If that is the case it is probably no longer enough to power your system.
