If its the Intel stock cooler then yes it would have had paste on the heatsink the Hyper 212 Plus (do not get Hyper 212) has some paste you have to apply

Note: clean paste off the CPU before you apply the new paste and installing the Hyper 212 Plus will mean you have to take the motherboard out to fit it if this is to much for you to do let who assembled your PC do it.

The Hyper 212 Plus is not the best or easiest to install for that the Arctic Cooling Freezer 7 Pro Rev.2 is easy to fit may not be as good for cooler but still better then stock. Then you have the compatibility if the cooler fit on the motherboard with heatsinks or if it blocks some ram slots or rams with tall heatsinks on them...which the Hyper 212 Plus has good compatibility for not doing that.         

Sleeve Fans wear out out faster then ball-bearing ones and SSO bearing are high end stuff and then there are other types too.

Enermax Magma are good ones to go for.

but the problem is that people usually dont deal in these fans they dont know what this word scythe means etc the only solution to this that was newegg also got out of list as i got to know that they dont deliver goods to my country

so hyper 212+ paste is better then arctic silver 5?
ah no way i will not allow that man to assemble my pc he treated my pc like a crap it is a 1300$ pc and hey put many scrathes on my case, damaged my monitor cable then repaired it, then played 1 hour with the wires and dont know how to assemble a pc in cooler master case as he never did that earlier

i googled and found there is also a option for water cooling do u think that i need one? i know its pretty costly but is it much better than hyper212+?

Firstly if there is a problem with supply I would suggest you tell us what you can obtain and  we can tell you the best ones.

Watercooling. Climate wise I think it would be a good idea but against it is cost and again availability of parts. You need good quality parts if you are going to watercool safely.

Arctic Silver 5 is much better than the paste supplied with the Hyper212+.

Yes ball bearing fans are preferable but again depends if you can get them.

All Peter was saying was that the Freezer Pro was easier to fit than the  Hyper 212 even though it wasn't as good. The other thing was that you have to make sure you have room for them without hitting the memory coolers.

The memory coolers are the metal heatsinks that are attached to the modules. Usually aluminium fins.

What are you going to google? The memory coolers are just heatsinks attached to the RAM modules. They are already there in place on the memory.

If your memory doesn't have any heatsinks fitted already then there is no need to worry unless you plan to add some yourself. It is usually the higher end RAM that comes with coolers the value end don't.  ;)

I can't see there being a problem with these two components. The Hyper212 isn't exactly massive and the only thing that might get in the way and have to be removed is the air funnel on the side of the case but it only screws on.

hmm right well if i move it off from my case then will it going to affect my pc in any way? i mean what is the purpose of that?
i think its for better air flow to pass the air in and out to the processor so removing that will make any affect?

You are correct to a point. It is to aid the smooth flow of air to the CPU heatsink but it is designed for the standard design cooler not the one you will be fitting. Trust me you won't have any need of it with a decent cooler. ;)
