GA-P67A-UD7 B3 VOLTAGE

Voltage on 3.3 and 5 are not normal...
I have bad assembly my pc or........
The post led mark 00 after boot....

Hi you don't give us much to go on the be honest but does your system run properly or not ?

Is the reporting software the latest version ?

Yes sistem work fine, version is up to date, but another program record this

If your system is running fine then don't worry. Often the problem is that the software reports things wrongly. More often than not this is because of out of date programs.

And 00 in post led display???? during windows logo is ff but after ready change in 00

I have just checked up with Lsdmeasap's LED Debug Codes and this is what it says:

00
Your in the BIOS right now, if you cant see the BIOS cause your Display stays black, please check the description for POST Code 2b. If this is part of a loop please check the point "E8 -> 01 -> b2 -> 00 looping" above.

In bios the post led show 75.... connecting and detecting ide devices... 
 During boot more number rotate on display!!!!!
At moment of windows logo is ff and when  ready to work change in 00..
In the manual found only FF

Well even though your system seems to be working alright the motherboard is picking up some problem there. It could be a faulty processor as the 00 code suggests or it could be the board itself is faulty and that is why the code is being displayed.

mmmmhhhhhh. this inquiete me.... no problem with major bench software, no problem with game, no problem with nothing... prime95 run for 8 hours with no problem......    ???  ???  ???  ???  ???

Maybe then it is purely a problem with the BIOS code. Try using a different BIOS and see if the problem remains.
