GA-P55-USB3 Pcie problem

Guys please help. I have next problem. I have SATA III SSD and my MBO is SATA II. I bought Lycom PE-115H Pcie card with SATA III. Now problem is this when my SSD is conected directly to MBO i get 250/280 mb/s speeds and thats more or less ok since its SATA II, but when i connect SSD to my Lycom card i get 130/150 mb/s and its supposed to be SATA III. I contacted people form Lycom and they told me that i should be able to get 5Gbps, but that my card needs to be connected to Pcie gen 2 slot. Now my question is does my MBO have Pcie 2 and how do i enable it?

The specs in the manual for this board are not clear, it only says that the x16 slot conforms to pcie 2.0, but doesn't mention the other slots so perhaps they are not 2.0 compatible, which would explain the slow speeds - rev. 2 slots are twice as fast as rev. 1.1 due [in part] to a change in bus signal protocol.
But you would think that if one slot is 2.0 compatible, then all slots would be 2.0 compatible, but if that's true, why then do they only quote the x16 slot as being 2.0 compatible  ???
Would have to ask gigabyte themselves about the other slots.
