Z77-D3H, rev. 1.0 - How can I adjust fan speeds ?

I would like to find out how to lower the amount of noise that the fans make.
They are working at a static speed all the time.
I am not planning to overclock.
This is not a PC meant for hardcore gaming.
The temperatures right now are 29 to 30 degrees Celcius.
Even when doing hard work like compressing big files using max. amount of CPU the temp remains this low.
In the BIOS I set the fans to be "Silent", but it makes no difference at all.
I bought the case and fans while paying specific attention to amount of noise produced.
The Z77-D3H should be able to control all fans I believe? How can I adjust the settings? Easytune?
