Z77X-UP7 & I7 3770k chip stuck at 1600mhz idle

Hi
Just got this new motherboard the processor appears to be stuck at 1600mhz & 16.0x multiplier ( shown by aida 64 )
have looked in the bios & shows multiplier of 35 and turbo of 39 but current speed is 1600 x16 ?
I tried prime 95 for 20 minutes but no joy with getting it to budge off its idling speed !

for people who like WEI cpu has gone down from 7.8 to 7.2 memory has also gone down from 7.8 to 7.6 my last board was Z68XP-UD4 the only component changed was the mobo

Current Pc

Z77X-UP7    F4 bios on default settings
I7 3770k retail cpu
16GB Samsung green DDR3 (1600)
570OC gigabyte graphics
Intel 520 240gb SSD boot drive
Seasonic Platinum 860w Psu

Win 7
power plan high performance


Ps I'm not too familiar with the new bios so be gentle !

I have found the problem if it helps anybody

There is a LN2 switch top right hand side of this board .It sets the CPU frequency to low speed, mine arrived with the switch in this position !!
BUT in my opinion the manual is a bit misleading regarding the switch position but the No3 on the pcb IS in the correct position ( maybe a little more clarity is needed in the manual ) or at least send the board with the switch in the correct position lol
