I built my rig a few days ago, and everything was working fine. However, after a restart earlier today, my Z77X-UD5H got stuck on the debug code "D4" which is "PCI resource allocation error. Out of resources." The only thing I have plugged into a PCI slot is my video card, a Gigabyte Radeon HD 7950. The problem that I'm having is that my CPU cooler fans are running at 100%, and I have no control over them. My CPU cooler is a Corsair H100i, and my CPU temps are in the low 30's, so I believe the H100i is working fine. But when I open the Corsair Link software, the values for the pump and fan speeds are all "0," and I cannot control them. My build is as follows:

Anyone have any ideas? I've tried clearing CMOS, but that had no effect. I'm starting to think there's something wrong with the motherboard.
