Sniper m3 odd cpu utilization

Hello all just wondered about the cpu utilization when using windows 8 as it show as 4.06ghz in task manger, not overclocking or anything ?

Would think it would maybe go upto 3.9 GHz when turbo boost kicked in

Maybe windows is sensitive.

It is best to use other software for measurements.
