GA-EX58-UD3R: Memory Errors and Won't boot off CD

Background:
Unplugged everything but PSU, CPU, RAM, and Video Card (PCI-e).
Reseated CPU, CPU fan plugged in and spins, and video card has 6-pin power.
Cleared CMOS with jumper for 15 minutes with battery and everything unplugged.
One cap on video card popped a little on the top; otherwise card "seems" to work fine.

Issue:
Will not boot off of CD. 1 in 10ish boots work off of USB.
Sometimes does not boot at all and will restart itself in a loop.
On board Ethernet port is dead.
Cannot boot with only 2 RAM modules in Slot1+Slot4 or Slot1+Slot2. Will only boot with RAM in Slot1+Slot2+Slot4.
Booted to RAM test on USB and many address failures (10,000+). Had Vista do its little memory scan on boot and returned 0 errors.
Windows Vista BSOD every so often; cannot get to Control Panel options. Explorer keeps crashing. Tried SFC and CHKDSK.

I'm guessing that the MB is bad not the RAM, CPU, or video card. Any advice?

FYI
850W PSU. Tested molex connector and +12V and +5V seem OK.

I don't have a spare PSU, CPU, RAM to test. I swapped the video card and the issue remained. So any replacement parts that I buy I am buying "blind".
