GA-H87N Wifi Windows 8.1 and USB 3.0

I am having problems with the USB 3.0 ports.  They work correctly after booting but after resuming from sleep, USB 3.0 devices are working at USB 2.0 speeds and a USB 3.0 powered hub is reporting as USB 2.0.  Also even after a reboot, speeds still seem to be only USB 2.0.  The Chipset xHCI controller is provided by Intel but Intel stopped releasing a driver for this after Windows 7 and it is now included by Microsoft in Windows 8/8.1.  I am running 8.1 64bit.  There are various reports on the web on this issue but no definitive solution.  Can anyone give me guidance on exactly how to set the various xHCI BIOS options for this motherboard?  I am confused about the differences between "Smart Auto", "Auto" and "Enabled" and don't know what XHCI or EHCI "Hand Off" actually means.
