A big thanks for your replies.
With your help I realized that the error was in the network card the integrated on the motherboard.
I came to this conclusion by doing this.
First of all I realized that the SSD disc was way too small with the 60GB so i bought a bigger SATA disc.
I did create a discimage(?) and reinstall the content in the new disc.
Suddenly the network card doesn´t work in proper speed.
First I thought it was something I did with the discimage and the reinstallation.
I put back the older disc but noticed that it was same low speed.
I deleted the driver from the window and disabled the onboard card in BIOS. I start all up again but it was in the same low speed.
Then did you both helped me out and then gave me an advice that I should run the network and windows in failsafe mode to see if the problem was there.
It wasn´t. I then bought a new card and installed that and now it works in the right speed.
It is amazing that a broken network card can run in half speed. In my opinion it should havent be able to run at all.
