I do not use windows. besides all disks are disabled. In any case I handled the return to the store where i buy it. The truth has been a pretty big disappointment. The store will not return the motherboard to within 1 month. (Between sending. Send it to the manufacturer to see that happens ...). So I decided to return everything to the store and get my money back. Sorry but it has been a bad experience. Maybe the motherboard embers well. and what were the failed processor. When I have news I'll update the post in case someone else serves :-\

Yeah, I am sorry too that it seems I will have to go your way too. I am fighting to get a picture on the screen - and I am RDP'ing into Windows ... with black monitors all over. I just do not want to waste more time.
Here is a nice recent review - getting the same freaking experience with board also giving it a disppointing worst board ever they have ever received from (shipped by) Gigabyte.
Hope you can use the review. I have to go the RMA way as well. Since the board just does not work. I can simply put not start the machine. Screens are black. Machine will not resume from sleep. And so on. Erradic mouse in the BIOS too. So when reading the review - gave up. Everybody else getting this board have the same experience.

We’ve reviewed a considerable amount of GIGABYTE motherboards over the years but none have been nearly as bad as this one. The issues I’ve encountered with this particular board are not insignificant and in doing some checking I’ve found that we weren’t the only ones to review this motherboard and find fault with it. The main problem is that the firmware is just not good. The system had problems with both cold booting and similar issues when rebooting the system without power cycling it. The X99-UD4 also fails to resume from suspend which I know people will love. Another issue I encountered was with the BIOS itself which as I mentioned earlier had horrible mouse support. On more than one occasion the system would lock up while in the BIOS or give me a blank screen suddenly while trying to perform simple tasks such as using the F12 screen capture function. This was especially problematic in the classic BIOS mode.
The hardware is more than capable and would probably be among the better motherboards GIGABYTE has released if the UEFI BIOS didn’t have that alpha test type quality to it. The X99-UD4 was solid in the overclocking department aside from the UEFI BIOS problems encountered trying to get there. I never encountered any stability issues either. I did have problems with the system recognizing keyboards like the Cooler Master QuickFire Rapid and Ducky Shine Zero in the UEFI. In fact on a cold boot I couldn’t even enter the BIOS most of the time. I was always forced to endure a single boot into Windows before getting into the UEFI. Effectively everything wrong with the X99-UD4 comes down to poor firmware which as of late seems to be GIGABYTE’s hallmark. GIGABYTE has been releasing a steady stream of BIOS updates but unfortunately these still haven’t resolved all the issues yet. According to the update notes the F9c BIOS gets rid of the cold boot issues which occur with certain USB devices connected to front panel ports but does little else. I still had these problems despite not using front panel USB ports at all. Through several BIOS releases the mouse support remains virtually unusable. I used the Logitech G700 and the G600 MMO mouse with the X99-UD4 and found the mouse support equally horrible with both devices.
If and when GIGABYTE can get the firmware under control then I’ll happily recommend the X99-UD4. Until GIGABYTE does I simply can’t advise anyone to purchase one at this time. There are plenty of X99 motherboards capable of running your shiny new LGA2011-v3 CPU without these annoying firmware problems.

I have to ask this you had the cooler pump connected to the PSU yes. Is there any other connection to that pump?
If the the Power to that is not connected to the CPU connection on the board it might cause the problem that you are having.

Just to weigh in, we're building a v3 build at my office and we had this same issue, RMA'd the board, and it was exactly the same as the first one. Our first one came with bent pings on the cpu slot, too. This one seems fine on the surface, but it still has the same 10 second boot loop issue.
I'm going to try and flash a firmware update and see how that goes.
edit: Board is officially not posting, and therefore can't be flashed. RIP. I'm using an i7-5820k, by the way.
