Terrible performance in games

Hi guys just got my new computer that has these specs:
Gigabyte gtx 970 G1 gaming
Gigabyte GA-Z87X-OC
Haswell i5 4690k 3.5 ghz
Kingston 8GB HyperX 10th Year Anniversary Edition 1866 mhz
1TB Caviar Green
Windows 7
the problem: Watching videos and doing other simple tasks has no problems but when i play games my gpu usage drops and so does my fps. For example my fps in arma 3 med settings is 20-30 fps and in CS:GO 40-70 fps. Switching settings has little to no effect. Sounds like GPU problem right? But theres more... after trying 5 different drivers i uninstalled windows and tried palit gtx 560 ti and same problem... This why i'm suspecting that it's some kind of motherboard flaw. Don't know that does this have any meaning but in bios' pcie slot configuration i have 2 options auto and 4x is this normal? If you guys can help i appreciate it!!! Starting to loose my hope :D

Try another hard drive I was researching the green drives from another thread and that might be where the problem is. The green drive is not a very good performance drive.
