b75m-d3h motherboard with Intel Xeon Processer e3 constant beeping

The motherboard has been beeping continously. It is short beeps, and it doesn't end. Also, the computer turns of after a good minute or two. I thought it was a power error, so I checked all the cords, no dice. After I saw the computer boot up I saw the fan not running and I moved the cord. Oh! I thought, it must be the fan! So I switched it out and got a new one. Still not working. Help?
My setup is
EVGA 500b (500watts)
b75m-d3h gigabyte motherboard
Intel Xeon Processer e3 1230
EVGA Nvidia 750 series graphics card.

sounds like a memory error or power supply. Make sure psu is fully seated and ram should be reseated

I've made sure that the psu is fully seated and ram is reseated, one of the first things I did.
Just to be clear(er) the second fan did work. I think it might be that the power supply might have failed. I don't know why though.

If you have a spare try it if not RMA it.  Over time PSU's lose power

What is the memory you are using? That CPU will support only 1066/1333. If use anything higher you have to OC your CPU a little. Did this just start or is it a new build?

Newish build. Also, more memory is needed eh?
First of all, the PSU isn't the problem, the ram isn't the problem, either.
I've tried both with spares and still no dice.
Also the memory I'm using is well under 32 gig, but here is the memory I am using

I've also tried removing the RAM completely.
To elaborate on the newish part, the build has been around for just over a year now. I've used a 460 nvida card, the 750 ti is a new addition, and the processor just now.
