some people say, there is a chance with the new motherboard BIOS, because of the BIOS reslution.
the old Gigabyte GA EX58 UD5 has ( maybe ) a small resolution, like 800 x 600, which isn't supported by the 4k tv, anymore, after the firmware update.

No you working off of a video card not the mother board. I could see if you were using the on board video but you are not. 1366 CPU doesn't support on board video. Plus every thing really works at 800 x 600 or below till you add the driver.

Which board are you running? Is there a feature to turn off quick boot. I had a HD monitor I was using for working on computers. It was doing the same thing. Till change it to another monitor I couldn't get into any bios.

I upgraded my motherboard + CPU
Now i have Intel I7 4790K and Gigabyte z97x ud5h
But as you said, i still can't access BIOS / Quick boot menu / Safe mode, etc etc etc
NO SIGNAL is all i see during reboot, and than Windows loads and everything works fine.
I didn't try with the onboard graphic, because i want to use the GTX 980Ti.
I hope, Samsung will fix this issue by the next firmware update.

One other thing you can try is use a Ps2 port keyboard. Plus when the computer boots watch the keyboard. Once the lights bling on the it start hitting the Del key.

There are actually a couple of differences.  Some related to timing and other when the port being used is given power during the POST sequence.  He's just trying to provide alternatives.    Dmdilks may have more to add.

One thing I didn't ask what do you use for speakers? If you use speakers get a DVI to HDMI cable. DVI is the same as HDMI other than sound that goes through the HDMI cable. HDMI is the last video connection that the computer looks at.

That is why you are having a problem. The other thing to think about is what the update did to that connection. It might have updated it to the newest version of HDMI. If you are using a old cable that might be one of the problems.

Thanks for your link, but with other video cards i used before, i was didn't have any issue with DVI - HDMI
I can't explain why there is NO SIGNAL under Windows, with the cable DVI HDMI
Do you really think that i have a chance with a " newer " HDMI - HDMI cable ?

The only thing that change was the TV nothing else. We have to find what change and how to fix.

What might help is what is the model # of the TV & screen size. Maybe before you go out and buy a new cable.

I might be able to do research. I want to find out what the update was for. You could be look past the fix.

Did you try these things and by what I'm reading it has to be the right HDMI port too. Plus the update was lag.

It's pretty hard to understand some specs, there. Like " VSinG, VGetting, etc "
Where did you read that, actually ? Is there something about the changelog ?
I tried to find on the internet, the version 1211.9 ( which was working ) just to have it on the USB flash drive, and i thought i could downgrade.
But i can't find this version, for downloading.
I did try with DVI - HDMI cable, everything is working, but no BIOS, F12, etc
I tested every HDMI input on the TV. No BIOS.
I would try with DVI I- Dual Link - Component, and at the same time i should have the HDMI - HDMI as well.
When i boot the PC, i could switch from the remote control, to COMPONENT, i do what i have to do in BIOS, and then i could switch back to HDMI 1
Would that work ?! What do you mean ?
It's hard for me to understand what kind of changes Samsung did, on the newest firmware update 1214
By the way, dmdilks : what kind of display do you use ? 39" LED TV ...??

I have a cheap 39 LED TV Insignia. I got that from the Manual on line. Where this is a new LED TV you might have to get the newest HDMI cable out there. There so many different version.

The manual is in German but it should translate english. https://www.libble.de/samsung-ue40ju6550/p/655636/#af1

By the Manual the HDMI port for a computer is the one on the bottom. I found that on Samsung site.

Is this TV layout:
