Telemetry Signal Degradation

Greetings!  I am having a rather unique issue with my system as I'm not able to find any comparable posts online. It has been suggested by some with far more PC tech knowledge than myself that the problem may be RAM related, perhaps a timing issue or incompatibility.

Symptoms: Signal Degradation over time; signals that drive: USB controller (Direct-drive steering wheel) and audio-driven tactile Feedback through transducers.  Description: The force feedback signal to third-party software changes over time where the FFB falls off or becomes corrupted, displaying flat spots and sudden spikes. This behavior has been suggested as being RAM-timing related by the third-party software developer. This behavior seems limited to some titles while others work fine.

System Specs: Mobo Gigabyte GA-Z87X-UD3H (rev. 1) / CPU Intel i7-4470 @3.4 Ghz / RAM Corsair Vengeance 16GB (2x8GB) DDR3 1600 Mhz (PC3 12800) CML 16GX3M2A 1600C10 / OS Windows 7 / GPU Nvidia GeForce GTX 980 Ti SC+ / Audio SoundBlaster ZX / Tactile OB Realtek

Can anyone offer any possible cause and solution please?
