Z170X-UD5 TH - D4 Debug LED Error

I recently built my PC, these are my specs:

GIGABYTE Z170X-UD5 TH
Crucial 288 Pin 16GB (8GB x 2) CL16 DDR4
HGST Deskstar NAS - 4TB 3.5" HDD
SanDisk Ultra II 480GB 2.5" SSD
SeaSonic Platinum SS-860XP2 860W

I've set everything up and I'm running W10 Home 64 Bit, but now on the Debug LED it shows the Error Code D4, which in the manual states that it's a "PCI resource allocation error. Out of resources." error, but I have no idea what to do to fix it. I've looked online about the issue and there isn't a solid answer that lists the possible fixes. Does anyone that has this motherboard know the fix or anyone in general since this can cover multiple motherboards from what I've seen.
