How does this result compare with default settings when everything is on AUTO?
If the Vcore is the same it means the offset option is not working (DVID).
For the BIOS options the CPU Vcore needs to be set to AUTO
Dynamic Vcore (DVID) = your offset value
If different, then perhaps your -0.035v needs to be lower? -0.040v?
Also adjust the Load line calibration options (if you haven't), with DVID you don't require it to be as much / disable it.
ok im scared to try auto ( i bet it will try to push 1.5v lol ) ill try 
as for the cpu vcore settings 
auto -doesnt let me type and offset in 
normal - ( normal lets me adjust my offset  dvid ) 
manual  ( i have to type a manual vcore in ) 
thats it for vcore 
i have figured it out  the offsets voltge oc 
loadline calibration = auto,normal,high,turbo 
load line calibration has this affect on offset voltge with oc 
load line calibration=normal   - higher then selected vcore on low loads - mega vdrop on high loads (can cause bsods on 4.8 ghz + oc  5 ghz in my istance this is not working well 
i select say -0.030v  ( i need 1.368 v to be stable it  will give me 1.402 v on low loads and a mega drop to 1.3 - 1.32v on high loads  =bsod  turn off set higher im 1.44v low loads and 1.34v on high loads ok  lets try high next .
load line calibration= high -pretty close to your chosen offfset volts on low load - more then selected offset on high loads
0.030 offset   low loads like 60% cpu and under im  1.356 -1.38v  wich is ok  but under  heavy  loads like say bf1  unlocked fps cap on a 1080ti  cpu hits 100% ussage tofeed the 1080ti with 144fps  anb  hits  1.405v  
pprime 95  26.6   sits around 1.368v -1.412 v  ( 1.412v is the max peak for a slight second )  
loadline calibration=ultra     more lower then selected  offset under light loads 1.35v  and super mega jump up to 1.44v under heavy loads 
thing is i found that meduim aka  high load line calibration is the best one  it doesnt bsod on lower loads or bsod on higher loads even though its feed a little more then i want 
is there a way to select what vcore it goes up to  besides manual vcore ? 
is there a secret vcore setting im missing  ?  i hit page up and page down and see auto,manual,normal - lets u dvid
