I figured it out. It isn't the TV. This is a common issue with Radeons and HDTVs. AMD is making it harder and harder to find the Scaling Options with newer releases of CCC. I have no clue why they are doing this because it is working against their integrated motherboard vision. I created a little document that I'm going to keep locally so I don't have to struggle so long with this again. Here is what it takes to solve this problem so everyone else knows how to do it.

Right click on the little display in the lower left corner and select Configure

Check Enable GPU scaling to enable Scaling Options
Then select Scaling Options at the top

Drag the slider all the way to Overscan.
