Hello everyone I have a problem with my computer I hope you can help me because I'm out of ideas.

phenom ii x3 720 be stock settings
hard disk
ssd 250 gb Samsung evo
power supply
corsair 650 w
ram
2x4gb ddr3
video card
ati 7770 hd 1gb vram
os windows 7 ultimate 64 bit genuine with service pack and amd video drivers installed from website
during the utilization of this machine I have noticed for a while that it is "microstuttering" for example I drag a window around the screen and it's not smooth or I'm watching a video with vlc media player or mpv media player or in chrome or firefox in youtube and it is not smooth and pleasant to watch. also sometimes (but not always) the audio crackle and pop. this problem happens randomly as it can happen after 15 or 67 or whatever minutes and manifest for short or long period of time.
The temperatures are always cool both on cpu and gpu and hard drive they are maxing at 40 ° Celsius.
I have researched for weeks what the cause of this would be and I have read about dpc latency software which monitor the system during utilization to see how it performs and I have noticed huge spikes regarding process ataport.sys

1) installed any bios version available on the motherboard webpage, including latest beta and non beta
2) installed windows 7 with ide setting in bios and not loading any driver
3) installed windows 7 with ahci setting in bios and not loading any driver
4) installed windows 7 with ide setting in bios and loading the driver available in the motherboard support site
5) installed windows 7 with ahci setting in bios and loading the driver available in the motherboard support site
6) installed chipset drivers from motherboard support site after windows installation was completed
6.1) allowing windows update to install whatever it thinks is necessary for this system
6.2) blocking completely windows update to install nothing and not touching the drivers
7) tried another power supply
swapped the cable that connects the ssd (i have 3 pairs of cables)
9) tried connecting the ssd in every sata port available
10) installed chipset drivers from Gigabyte website
11) installed chipset drivers from AMD website
12) tried a mechanical drive
13) disconnecting my dvd player and leaving only the ssd as only drive in the system
14) disabling every usb ports or network integrated card from device manager as suggested by dpc latency software developers to see if this solves the spikes, unfortunately, it does not.
i would also like to point out that the ssd software is not working fully (i cannot enable rapid mode) but benchmarking the drive gives good speeds please see imgur link
