Case fans settings work only in BIOS, after post they rev-up and stay at max

Hello.
       I recently bought a GA-Z370-HD3 motherboard. I5-8600k proc.
       It seems I have a problem with my 2 coolermaster 14mm case fans or the mobo fan speed controller "talking" with Windows. One fan I've connected to system 1 header and the other to system 3 header on the motherboard. They have 3 pin cables (voltage speed control set in bios).
In bios, fan speed control works perfectly, I set them to manual, custom speed curve, voltage control, and everything works fine. But after post, as soon as windows starts to load, those 2 fans start to spin at maximum and remain there. I don't have this problem with the cpu fan which is pwm controlled (4 pins). I installed Gigabyte SIV in appcenter but I am unable to change the speed of the case fans (full speed all the time). Again, changing the speed of the cpu fan works perfectly within SIV.
     Sometimes, on few occasions, when I cold start the computer the fan settings remain after windows boots, and finally I can enjoy silence, but after I reset the computer, it's like Windows make the case fans forget their BIOS settings and they rev-up to max . It is very annoying.  >:(
Does someone have any suggestions or solutions to this issue? Pardon my english.

Do the case fans run at full speed without SIV - FANControl 5 installed in the OS?  It might be the fans themselves, but more than likely its something in the BIOS.

The case fans run at full speed with or without SIV installed. When I had SIV installed I couldn't control the case fans. While I'm in Bios everything works flawlessly.
It's weird because I don't have this issue all the time. It happens mostly when I reset. It's like the Windows doesn't comunicate with the Bios Fan Control 5 after reboot. At first, when I purchased the cpu and mobo, I had Win 7 installed, same problem. A week ago I've installed Win 10, thought it was an old OS issue, but the problem persisted. I think it might be a bios bug, or faulty mobo, I don't know... :(

I have exactly the same issue.  Tested PWM and voltage contol configs.  Both work in the bios fine, but System Information Viewer has no control over the fan speeds.   It shows the controllable fan speed as 100-100% before and after calibration regardless of control mode.

I'm running F5 bios on z370 Aorus Ultra.

Please help!  :-\

I have the same issue on the Z370 HD3. The fan noise is driving me nuts.

Any fix available for this?

If you are using 4 pin fans without rheostats or splitters, it would be best to open a case with support.  This gives the issue visibility and hopefully gets it fixed.

Has any body gone in and set the fan to run in silent mode?

Mine are set to Normal.  Super quiet unless load increases, but RPMs drop as soon as demand decreases.  I let SIV set the fan curves on its own.
