Hi, I'm about to reinstall windows 10 and the latest drivers but noticed there are two thunderbolt drivers. The new one says it's for windows 10 version 1709 but my edition is 1803. Does it mean 1709 and newer or is it specific for 1709?

I would see if windows update detects and installs the best driver. If not, use the latest driver available from Gigabyte. The 1709 driver should work with build 1803 of windows without issue. Yes, it means 1709 or >
