Use the nirsoft app that dmdilks suggests which may help you identify the errant App or file (.DLL or .sys).
I'm still using the same versions of App Center and SIV that came with my board (CD). Sometimes updating causes problems.
If you have updated the software, consider going back to an earlier version. Note this might require uninstall and
you manually removing a start up service in MSCONFIG, then reinstall. Using powershell is also a great way to remove orphaned entries that cause these types of problems,
If you haven't updated the original app, create a system restore point (first), upgrade, and retest.
