Will O/C system run with lower multiplier when CPU is idle?

In BIOS the following are enabled:

C1E
C3/C6/C7 State Support
CPU EIST Function

My system is overclocked to 3.36GHz. When the CPU is idle, do you think the multiplier will be lower (e.g. below than 15)? If my memory serves me well the multiplier was reduced to be in the range 12.0~15.0 when the CPU is idle. Lately I note that the multiplier always stays within 19.0~21.0 even when the system idle, and hence higher core temperature (3~5 deg C higher). Kindly advise.

Your understanding of a basic system without overclocking is correct but I am not sure how the overclock affects this. Probably someone with more OC experience than me can help here. I am wondering however if this is another one of Gigabyte's so called fixes with the updates in the BIOS to try and stop the noises. :-\  It would be interesting to know if this happens the same on the earlier BIOS versions ???
