PC does not read second harddrive

I'm not much of a PC wizz and the problems is probably obvious, but my new PC does not connect with a second harddrive I installed.  My new PC has a Gigabyte GA-G41m motherboard and a Seagate harddrive.  I took my old harddrive (Maxtor ATA133) and installed it with an IDE and Sata converter (XGR EC618).  I connected power on both the harddrive as well as the JPI socket on the converter PC board (plugged into the back of the harddrive via the IDE socket) as well as linked the connecter PC board from the Sata1 socket to the most inner of the three vacant Sata sockets on the motherboard.  On the connecter PC board, only the red LED is on and the Green LED off.

I ran the "scan for new hardware changes" on device manager on my control panel, but windows is still giving me no link to the second harddrive.

NS. I did not change any other settings or jumpers (although the old HDD still has windows on it) or anything else (not sure if I was suppose to?)

I will appreciate any help!

Have you connected the power connector up to the adapter board as well as the data connection?
