Try pressing DEL every second from the very beginning, just immediately after pressing soft power button.
Is it USB or PS/2 keyboard ?

I always use a PS/2 mouse/PS/2 keyboard, for a new build

Am I right
The bios should show upon booting even with a TV acting as a monitor
or could it be a resolution problem?
