Also try in 1 timing mode be 1T instead of 2T that will help determine if it is ram and if you are using just two slots which 2 and if first two try in the second two. Also do you know someone with different 1600 ram. Try using those lets narrow this down. If at all possiable list the make and model of psu and watts please.
Honestly leaning towards ram at this point. If it was Motherboard that slot probably just not work as opposed to a timing issue.
Also is the bios up to date. What revision is the motherboard there are 5 different ones. Are you using 2 gig sticks in each slot or the 4 gig sticks in two slots. If it is the 4 gig sticks in two slots then it would be model KHX1600C9D3K2/8GX which are not on the approved list. I would check the memory support list and make sure your model is supported or post model here and i can tell you.
