Hello from the United States

I assembled a new rig last night with the following specs:
Mobo: Z68XP-UD5
CPU: i7 2600k
Heatsink: Cooler Master Hyper 212 Plus
RAM: G.SKILL Ripjaws X Series 8GB (2 x 4GB) DDR3 2133 (PC3 17000) Desktop Memory Model F3-17000CL11D-8GBXL
Video: eVGA GTX 570
PSU: Antec 750 TruePower New
I have 1 SSD, 2 HDDs and 1 DVD-Writer (SATA 3 for SSD, SATA 2 for everythign else) properly powered and connected also.
If I am at the BIOS screen making adjustments, or anytime before POST, the CPU VTT lights are both on (orange and green). Also, the Phase lights are full load (green / yellow / red on).
After POST they all disappear.
Also, whenever the PC is off the S4_S5_LED stays on at red. However during use (once the PC is turned on), it is green.
Are both of these normal? Please note that I did read this thread:
