Fans won't spin to max on GA-970A-UD3 cpu cooler

My GA-970A-UD3 cpu cooler is the hyper212+ in a push/pulls setup. I have disabled both the smartfan and cool and quiet but the fans will only spin up to 1700rpm. One of the fans is on the cpu fan power plug and the other one is on sys fan1 because it is the only other 4 pin fan connecter on the motherboard. I should mention that 1700rpm is when the cpu is at load. When not gaming they both sit around 1400rpm. These fans are rated at 2000rpm and with winter coming i would like to have them run at or close to max. I have a high oc on my 965be@4050ghz / 53c and will have to throttle it down if i can't get these fans to spin at their rated speed. I need to know why the fans speeds are fluctuating with the settings disabled in the bios and if this is normal or what can i do to spin them up to the rated speed. Thank you.

I also have GBT mobo and if I remember correctly, there are 3 options you can select for CPU fan. One is AUTO, second is PWN and I don't remember the third one (it should be the one for the max RPM)... Did you tried all 3 of them?
You should take a note that fan on cm 212+ @2000rpm is very loud! Why do you need them to run at max when colder days are already here?
If nothing else works, connect both fans to PSU and they should be running at max RPM...

yup i saw those other settings and i tried it but it didn't work. As far as attaching them to the power supply i thought of that but then i cant monitor them. thinking about it though and of course you are correct they will spin up all the way.Yup they are load. To answer the last on i live in a little studo apartment and when i turn on the heat everything warms up including the cpu. I guess i will just direct link them to the psu and see if i can drop the temps enough to make a difference for winter. Thank you for your help.
