If possible, we would suggest you to test with other pair modules and see if problem remains.
Please check where you saw 16 GB memory capacity. Is during POST or in OS? Please go to BIOS setting and press F9 to find system information. You can either provide us the data or attach the screen shot of the detection result.
Besides, please also find those information in Windows and see whether the report is the same.

thanks for your support and response
1-i tried with other pair modules and it didn't work
2-i installed the latest update it didn't work
3-when it boot it gave me a message (recovering DRAM size)
4-after i updated the latest bios i see (detecting DRAM size )
5-in the bios when i press f9 it shows installed memory 16-GB
6-in the windows it shows 24-GB usable 16-GB
7-in the resource monitor it shows 8-GB as HARDWARE RESERVED
8-i have tried to test the Memory slots one by one so first i installed only one ship in slot # 5 and it boot successfully after that i installed it in slot # 6 it didn't boot and it gave me a long beeeb sound

Have you a SP1... Service Pack One, for Window 7 installed?
Because if you have a Windows Home Premium, is have a momory limit at 16Gb Ram.
Have you tried Overclocking CPU or Ram in your Bios? if yes , Make a Clear Cmos:

The first thing to try is to clear the CMOS. Please follow these instructions exactly.
Remove the power cable from the mains supply and then press the power switch on the case for a few seconds just to drain any residual energy in the PSU capacitors.
Once done remove the motherboard battery for at least one hour before replacing it.
Next plug back into the mains supply and boot.
You will now need to enter the BIOS by pressing DEL and load Optimised BIOS Defaults.
Make any other changes to the BIOS settings to suit your self like disabling the floppy drive, disabling the full screen logo and making the HDD the primary boot device and then press F10 to save and exit.

My Questions :
You tried new stick of ram OR you tried same and actual stick of Ram (your First Post) ?
When you tried it, you put a stick of ram by single channel (for just a One stick installed, of course)
OR by Dual Channel OR by tree (3) Channel ? you have tried Dual and check a results? and 3 Channel and check a results ?
Last thing :
Continuous long beeps means Graphics card not inserted properlyYour video card have a Samsung memory OR a hynix memory? Check chip on the card, if you have capable.
Your actual bios on video card is for samsung or Hynix?
