         +12V   1.920 V
         -12V   -4.656 V
How did you figure 20%?  What program is that?  Its obviously wrong since your computer wouldn't run at those voltages.

CPUID Hardware Monitor or EasyTune6 should report properly.

re: MKV.  It's really looking like its your CODEC or the file itself--but I'm no expert on the video stuff.  Perhaps try transcoding a known good file of another format into MKV and see if it gets corrupt.  Additionally, you could try transcoding the MKV file into another format that you know plays properly to see if it is the actual playback or decoding.

The BIOS should give you all the main voltages that you need to see.

As for the PSU, I would suggest that you change it as soon as possible anyway even if it is not faulty. Buy a decent make like Seasonic, CWT, Corsair, Thermaltake, Enermax, Gigabyte, Coolermaster, Antec, etc and try and get one with a single 12V rail if possible.

Easytune, and the BIOS Health Screen as mentioned will give you correct values for your PSU.  You can get easytune here if you need it, AIDA64 will also correctly report the voltages if you have the latest version.

So voltage isn't the problem. Could this cheap Psu be the problem why i can't Display certain video Formats. I've tried everything i can think of to get this video to display correctly. could the chipset be responsible for this in anyway?

- The BIOS health screen is good for an initial check but its values are only under a minimal load.  Run HW monitor, etc. while taxing the PC, playing the MKVs, prime95, etc.  Still, this is only a coarse measurement and won't tell you if you're having spikes/sags large enough to cause problems.

- I agree your PSU is of low grade (but, again, unlikely the culprit) but I do not agree with "one rail" PSUs--that is asking for trouble on so many fronts.  I prefer Enermax PSUs.  jonnyguru.com is the only proper PSU reviewer; you can't test these with crap from Radio Shack.

- Inability to play MKVs is a pretty specific issue that wouldn't really be caused by power; if power were an issue, it would show on any/all similar loads (playing AVIs, gaming, etc.) and the effect would be more dramatic--usually a spontaneous reboot.  Your problem is very specific and you should look at what, specifically, is used to play MKVs.  Did you try transcoding like I suggested?

Is there a Specific file format that i should Transcode to? Sense i know .avi Files work. everything's been playing just fine untill 2 days ago.I shutdown this rig.. Then rebooted the next day with this problem. The problem also has effect on FF14 Game Client. When in character selection screen i lose some of the video... like it cant Render certain video. Once Logged into the game there is no environment. Only certain objects and chucks of the environment here and there. i'm in the process of reinstalling game client ( on a fresh Copy of Win 7 64b SP1, fresh Instal of Direct X, Video Drivers, I've updated Bios..........)

I'm stumped help ~!!!

well the ff14 client problem was fixed with fresh instal!!!?!?! BUT I still have this problem with playing .mkv .................. i understand that i can most likely get around this problem by transcoding the file to something else...... but there must be a reason for it and it must be fixable!!!!

thank you for your time

**When all else fails just try a new media Player !!!!!!!!!!!!    problem fixed using KMPlayer 3.1.0.0 instead of VLC Media Player 1.1.11

Run a graphics card diagnostic to test it and its VRAM.  A memtest86+ run on your main RAM wouldn't hurt either.
