Debug Error Code D4 - Z77X-UD5H

I built my rig a few days ago, and everything was working fine.  However, after a restart earlier today, my Z77X-UD5H got stuck on the debug code "D4" which is "PCI resource allocation error. Out of resources."  The only thing I have plugged into a PCI slot is my video card, a Gigabyte Radeon HD 7950.  The problem that I'm  having is that my CPU cooler fans are running at 100%, and I have no control over them.  My CPU cooler is a Corsair H100i, and my CPU temps are in the low 30's, so I believe the H100i is working fine.  But when I open the Corsair Link software, the values for the pump and fan speeds are all "0," and I cannot control them.  My build is as follows:

Intel i5 3570k
Gigabyte Z77X-UD5H
G.Skill Ripjaws X Series - 2x4gb - DDR3-1600
Gigabyte Radeon HD 7950
Samsung 840 Pro SSD
Western Digital 1TB Caviar Blue
Corsair HX750 PSU

Anyone have any ideas?  I've tried clearing CMOS, but that had no effect.  I'm starting to think there's something wrong with the motherboard.

Welcome to forum,

Just for the Radeon HD 7950, The PSU 500 Watt are a obligation.
your psu have a combined wattage 744. This is okay.

Maybe the radeon need 4go of Memory stick on the motherboard. So you have 8gb. This is okay.

You have this drivers for H100i ?

Otherwise, in BIOS:
Remove unneeded resources. Disable it.

Put ErP Enabled. Try it.

Thanks for the reply.  I'm updating my Link software and H100i firmware.  The problem fixed itself on its own, and the pc is running smoothly.  I have a suspicion that my GPU wasn't seated properly and was causing issues.
