Z87MX-D3H Windows 8.1 Power options issues

Got an issue with a clean install of Windows 8.1 and the CPU not dynamically clocking up and down when Windows Power settings are set to Balanced mode.

CPU is not overclocked

CPU remains @ 3.9GHz (turbo mode i7-4770K) in Balanced Power mode
CPU remains @ 0.8GHz in Power Save mode

Using F5 BIOS and latest 8.1 drivers from Gigabyte website.

Can anyone help?

check your bios setting, if cpu c states and eist are enabled?

Yes, as far as I can see the Power related settings are all correct in the BIOS

Have tried setting the relevant settings to AUTO and ENABLED.

Have also made sure Windows Power Option settings are correct

Same problem with my Z87X-UD3H with latest beta bios F8j, tried F8h bios also.

As soon as i activate XMP profile for my Kingston memory it won't dynamically clock down and stays permanent at turbo core frequency which is 3.9 on my 4770K. If i disable the XMP profile it works as normal.

And my power plan i have set the minimum processor state at 5%. EIST and cpu c states at auto.
