First of all, the only differences between the 3770 and the 3770k are the fact that the 3770K's multiplier is unlocked and that it's default multi is 35 instead of 34. Also, the K version lacks VT-D, vPro and intel trusted execution technology.
Meaning that overclocking the base clock by 0.05% to 0.1% is fine on both processors (using 100.05MHZ as base clock). Both could probably handle a 105-107 base clock if you push it, but it's not the recommended way to overclock, since the base clock affects the whole system.
Using 100.05-100.2 is in no way harmful, you could probably go up to 100.6 with no problems, though I haven't tried it personally.
As for your issue, when you say that it doesn't post, do you mean that you don't hear the delightful little "BEEP" indicating that the board successfully passed it's Power On Self Test (aka POST)?
Your reply makes me think that you can enter the Bios to update it, or change the base clock. If that's the case, that would mean that the board successfully POSTs, since you can only enter the Bios after it does so.
To hear any beeps, a system speaker must be plugged in.
Regarding the clicking sound coming from the Z77 chipset, I have no idea how it could possibly produce such a sound. I know that coils can produce sounds, but a chipset? This sounds pretty alarming.
If you can't even enter the Bios, you can try the switch to change the Bios to the backup Bios, since there's two Bios chips on the board. (Sorry for the repetitive use of the "B" word, I lack synonyms.)
