P55A-UD3 *sometimes* won't post?

Bios ver. F9
CPU: Intel i7 Core 860 @ 2.80Ghz
Mem: 2 sticks x 2Gb each
GPU: ATi Radeon HD 5750 @ 1Gb mem
PSU: ATX 12v, 400w
CDROM: LG DVD RAM
OS: windows 7 x64

I did NOT assemble this computer. My PC expert did.
Other info:
* Computer sometimes posts, then after some time it freezes and monitor goes off to standby, my sound is stuck and repeats itself (its in a 1 sec loop or so)
* Other times my computer is turned off (after I shut it down properly through windows) and it still won't post.
* My monitor is an old CRT (MAG) which I use for gaming. I used it for a few years at 85Hz desktop (1024x768) and 120Hz on Counter strike (640x480).
* Computer beeps like this: 1 Long 1 short or 1 Long 2 short (can't tell the difference)
* Phase LEDS are all on while having this issue

A few questions:
1) what can be done in order to fix the posting problem. please post detailed steps because I've never messed with a hardware before, although I am a software expert.
2) Is it possible that this problem is because of the monitor being exhausted with having such high refresh rates - therefore it somehow shortens the Mobo?
3) Is my PSU providing enough power to all my parts?

My expert's opinion is that my monitor is causing all this, though I don't think so... it has worked perfectly fine on my old PC (I bought this one 2 months ago)

also I tried to remove my GPU without any success in order to remove the CMOS battery... how the hell do you do it?

Steps I've tried:
* Fail-safe options on bios
* Swap RAM slots
* Disconnect monitor, try to boot without it
* Jump the CMOS (without removing bat)
* Update Bios

You don't say what make and model your PSU is but I would say that your machine is grossly underpowered.
Get a good quality PSU of about 600w+ something like Corsair and that should make a difference.
To remove your GPU there is a little locking device on the inside end of the slot(little white lever)
List the exact memory modules you are using and then we will have more understyanding of whether they could be problematic.
I would be very surprised if it has anything to do with your monitor.

i did mention this to my expertise but he didnt say anything useful...
so my exact memory modules:
KVR1333D3N9/2G x2 (1.5v)
and my PSU is RaidMax 400w.
please help me decide whenever to buy a new PSU!

Tell him to being a new monitor and if it works buy the monitor if not tell him to fix it you can't lose.

650w should be enough for what you are running now if you are planning to upgrade in the future then maybe you would want to build in a bit of a extra overhead. Maybe 800W, it will handle most setups.

The good news is your memory is on the Gigabyte QVL so there shouldn't be any problem there.

The monitor gets it power from the mains the beeps you listed being a Award BIOS suggests “Either video adapter is bad or is not seated properly.  Also, check to ensure the monitor cable is connected properly.” so you could try that.

But would it be nice to get 19” flat screen for your games?the worst that can happen is it is your monitor causes your problems but unlikely.

VGA->DVI->GPU well secured.

I use the screen mostly for competetive gaming so quality is not an issue for me - only preformance (higher Hz=higher preformance)

By video adapter it means card and if the card is seated in the slot properly.
